It's made to look like one, but it's definitely the same old MS toolbar "technology" underneath. The thing that gives it away is the customization feature, obviously. I thought I would be able to position the toolbar button to toggle the formatting palette on the right hand side of the toolbar but as far as I can see this is not possible in this OS X ‘standard’ toolbar.
